Should, versus who WILL pay is wishful thinking, as usual. The TAXPAYERS will be the ones that pay through the nose for this magical thinking boondoggle. The majority of those TAXPAYERS will be in Clark County. This, of course, does NOT include all the wonderful “benefits” Vancouver and Clark County will receive from the toilet actoss the drainage ditch. Imho, of course.
Ridership on light rail only pays 15% of operating costs!!! Guess who picks up the rest?
