VANCOUVER — C-TRAN has announced an early expansion of its Honored fare program to include income level as part of the eligibility criteria. Low-income riders can qualify for Honored fares, generally half of the regular Adult fare, starting Monday, November 17.

The C-TRAN Board of Directors approved the change in October as part of a series of fare changes that will take effect in 2026. C-TRAN chose to implement the Honored fare program expansion early amid uncertainty related to the Supplemental Nutrition Assistance Program, or SNAP, though the federal government shutdown has now ended.

The change means qualifying low-income riders will be eligible for Honored fare levels, plus, daily and monthly caps. It also means those riders will benefit from the pay-as-you-go model offered by other Hop Fastpass products. Currently, low-income riders can purchase a Reduced pass, which requires a flat up-front cost of $31 per month.

Low-income riders will generally qualify for the Honored fare if their income is under 200 percent of the Federal Poverty Level, based on household size, or they already qualify for the SNAP program. Riders may submit pay stubs, benefit letters or other documentation to confirm eligibility. Questions about the program can be directed to C-TRAN Customer Service at (360) 695-0123.
