Citing a recent rise in ridership, the C-TRAN Board of Directors gave Leann Caver a 2.5-percent raise, with one board member saying she has done a phenomenal job while another used the word ‘trust’ in describing the relationship between her and the community

The C-TRAN Board of Directors went into Executive Session on Tuesday night to evaluate the transportation agency’s chief executive officer.

When the board meeting resumed in public, the directors voted to give Leann Caver a 2.5 percent raise.

“From what I’ve witnessed … Leann, you are doing a phenomenal job,” said Eric Overholser, representing Battle Ground on the board. “As a board member, I appreciate that. As a member of this community, I appreciate that even more. I would encourage you to continue on the path that you are on. You are doing a phenomenal job leading this organization.”

Tim Hein, representing Camas, said his city appreciates C-TRAN’s engagement with the community.

“I sense a high degree of trust with you and your team, which is extremely important especially as we continue to navigate challenges,” Hein said. “Thank you.”

Bart Hansen, a representative of Vancouver and the chair of the C-TRAN board, echoed those thoughts:

“Leann, I think you have done a fantastic job. I think your team has done a fantastic job.”

Caver’s salary will go from $251,340 to $257,624 after the increase approved by the board.

C-TRAN’s total ridership surpassed 5 million in 2025, the first time the agency has hit that number since before the pandemic. According to C-TRAN’s data, the 5,280,313 trips in 2025 on all fixed-route bus service, C-VAN service, The Current, Vanpool, and special event services, was a 6.3 percent increase from 2024 to 2025.

“Thank you to the board of directors for your encouraging words and your guidance,” said Caver, who became the CEO in 2024. “Thank you to my fabulous executive team and the rest of the employees of C-TRAN that make this place a successful place to work in providing service to our community. Thank you. I wouldn’t be successful without you.”
