With the public’s help, the Clark County Sheriff’s Office Special Victims Unit (SVU) has identified all the victims for whom there was evidence of involvement in an investigation that was initiated on March 28. The SVU initiated the investigation based on a report of an adult photographing a child in an inappropriate manner at a daycare center in the Salmon Creek area.
Jamil Holbrook, 23, of Oregon City, Oregon, was identified as the suspect. The daycare center has been entirely cooperative with law enforcement, and the victims related to the daycare center have been identified. Parents need not contact SVU unless they have specific information or evidence involving juveniles and the suspect. SVU has responded to numerous inquiries, and have confirmed that there are no female victims in this case.
The SVU has also notified other law enforcement partners in Oregon and Washington based on the investigation about additional possible crimes occurring in other jurisdictions.
Holbrook was initially booked into the Clackamas County Jail but was extradited to Clark County earlier Wednesday (May 29) and remains in custody at the Clark County Jail. SVU detectives have identified and will be adding additional charges for the Sexual Exploitation of a Minor.

On May 23, investigators arrested Holbrook on a warrant for Child Molestation in the first degree, Possession of Depictions of a Minor Engaged in Sexually Explicit Conduct in the first degree, and Possession of Depictions of a Minor Engaged in Sexually Explicit Conduct in the second degree.
CCSO requested assistance from the public to identify potential additional victims in this case. Holbrook is believed to be a babysitter who has worked with numerous families throughout the Portland-Metropolitan area.
