Camas resident Deanna Rusch encourages area residents to vote YES on Prop. 1

As a proud member of the Camas-Washougal community, I’m writing to urge voters to support the proposed Regional Fire Authority (RFA) on April 22. This is one of the most important votes we’ll cast this year—not just for public safety, but for the long-term strength and sustainability of our shared services.
It’s critical that voters understand: this is not a choice between the RFA and the status quo. It’s a choice between the RFA or each city going it alone—separating and attempting to build and fund independent fire departments. That would likely mean higher costs and fewer services for both communities. There is no “do nothing” option. Maintaining our current level of service without structural changes simply isn’t possible.
The RFA represents a proactive, collaborative solution. It stabilizes funding, plans for growth, and ensures that our fire and emergency medical services keep pace with the needs of our cities. One of its most important goals is to staff three-person engine crews by 2027, allowing firefighters to begin rescues upon arrival rather than waiting for backup. That’s a major improvement in emergency response.
The financial structure is fair and carefully crafted. The proposed levy rate of $1.05 per $1,000 of assessed property value will be offset by reductions in each city’s general property tax levy. For example, Camas homeowners will see a net increase of only $0.45 per $1,000—a modest amount for a significant public safety upgrade. Washougal residents would see just a $0.24 increase in 2026, decreasing further in 2027.
The RFA also ensures that ambulance transport is covered for local residents, removing the burden of out-of-pocket costs in emergencies. That alone is a game-changer for accessibility and peace of mind.
This vote is about more than just dollars and cents—it’s about safety, accountability, and the kind of future we want for Camas and Washougal. Let’s support our first responders. Let’s invest wisely. Vote “yes” on the RFA.
