It is my privilege to endorse Eileen Quiring O’Brien for Clark County auditor.

I had the opportunity to serve alongside Eileen on the Clark County Council for several years. During that time, we worked through complex budgets, difficult land use decisions, and high-stakes issues that directly shaped the future of our community. I saw firsthand how seriously she approaches public service — how thoroughly she prepares, how carefully she listens, and how firmly she stands by her principles.

Eileen brings a depth of experience in both Oregon and Washington government. Her service in the Oregon Legislature and on the Clark County Council — including as council chair — has given her a comprehensive understanding of how laws are written, how policies are implemented, and how local governments must operate within state frameworks. That breadth of experience is critical in an office entrusted with oversight, accountability, and public confidence.

Throughout my own career in public service — including multiple military deployments, two combat tours, several commands, and retirement as a two-star general in the United States Army, as well as service as a judge in California — I came to value discipline, independence, and strict adherence to the rule of law.

Eileen consistently demonstrated those same qualities while serving on the Council.

As chair, she led with steadiness and professionalism. She respected process, maintained order during challenging meetings, and kept discussions grounded in facts rather than emotion or political pressure.

The office of County Auditor demands integrity, attention to detail, transparency, and independence.

Based on my years of working closely with her, I am confident Eileen will bring principled leadership and sound judgment to this important role.

Clark County will be well served by her election.

Gary Medvigy
Former Clark County Councilor
Retired Judge, State of California
Retired Major General, United States Army
