There are no rules stating the players cannot get together and practice on their own. Only that the coaches cannot be a part of it. This is how every Washington team gets past this. It ends up being a great team building process and the leaders of the team are able to greatly build on their leadership skills and leadership roles on the team. And lowerclassmen learn greater respect for their upperclassmen teammates. No pads or hitting of course, but running drills, running plays, stretching and exercising and getting in shape, without the coaches driving them but the players driving themselves, is really a great team building opportunity. If the team has the leadership players it needs for this, then they will start season practices on fire and ready to work hard. Just my experience and observations
