As I look around in the dead of Winter, mourning Portlands tent lined streets and the homeless!
A week and one day ago, outside temperatures had been freezing for 3+ weeks, when I heard KOIN 6 News bellow out the protocol for opening indoor warming shelters.
1. It must be a dry 25 degrees for 4 hours. OR
2. It must be 32 degrees WITH precipitation for some length of time. After that
THEN the City puts out a notice that in 24 hrs the Shelters will be open and available for use!

Is it just me who has never heard such a ridiculous regimentation EVER?
While City Commissioners stay warm in their ivory towers and $Million Condominiums ?

In my opinion? THEY SHOULD OPEN FOR THE WINTER ! Period! End of Story!
