					<description><![CDATA[Last November, 10 amendments to the county charter were listed in the voter&#039;s guide with only statements FOR the amendments, Statements OPPOSED to the amendments were not included. During the Re-districting meetings, one of the committee members raised this concern. Auditor Kimsey blamed citizens, and noted people could have volunteered to submit statements OPPOSED, which is true.

I would like to see those jurisdictions putting ballot measures on the ballot do more to inform the public about the opportunity to submit statements FOR or OPPOSED. The County Elections department could also do more to inform the public of the opportunity to submit statements FOR/or OPPOSED to ballot statements with more time, as the window of notice is short. News Sources are notified of the deadlines, and don&#039;t always publish the notices. 

When the home rule charter was put on the ballot in 2014, Auditor Kimsey wrote a 2 page statement about it, which many felt was quite favorable to passing the charter. There was no opportunity for  a 2-page Opposed statement in that case.  The auditor did contribute financially to the Pro-Home Rule Charter PAC, an indication that he favored the ballot measure.]]></description>
